Robert Johnston, President of Construction Services, has over 40 years of experience in the design, construction and rehabilitation of pipelines and related facilities with both pipeline owner companies and contractors. Including Alyeska Pipeline – North of Brooks Mountain Range, Galbreath Lake, Toolick, and Franklins Bluff.
Mr. Johnston’s experience includes numerous take up and relay projects, midstream projects and gathering projects across the nation. Managed a budget with revenues of $425 million and thousands of employees; certain jobs have had as many as 1,000 employees. Bob has experience with both national and international jobs. Mauricio Kattan, President of The Kattan Group Honduras
A successful senior executive with over 35 years of experience in real estate development, renewable energy generation, metal mechanical transformation, and apparel manufacturing in Central America.
The Kattan Group is a family enterprise founded in 1920 that has had a pioneering presence in the economic, political, and social development of Honduras. Traditionally focused on the apparel manufacturing business, the Kattan group has also expanded into the Transportation, Communication, Energy Generation, Real Estate, and Construction Industries.
Stephen Loy, currently serves as a Consultant of Bickley Prescott & Associates LLC located in Houston, Texas since 2016. He served as Contract Controller for Woodland Midstream II from 2019 to 2022 and that ended upon the sale of the James Lake Gas Plant to DCP. His role includes administration, formulating business strategy, Income tax preparation and business valuation. Prior to this, Loy served as President of HESCO Midstream Company in 2015, immediately after leaving Azure Midstream Operating (AMO) as Vice President of Gas Supply. AMO is an owner and successor to Laser Midstream Company, the operator of midstream gas gathering, treating, and processing assets (3000 miles acquired from Plains All-American Pipeline in 2008). Loy managed and identified opportunities for development of assets as well as administration of personnel, regulatory filings, and financial reporting. Laser was funded by a $150MM equity commitment from Energy Spectrum Partners of Dallas, TX. Loy played a key role in drafting the gas contracts and negotiations with Alta Energy and Cabot Oil and Gas in the Laser Midstream Marcellus Pipeline Project. The project was sold prior to construction to American Securities of NY, NY for $150MM in July of 2010. Loy joined Laser Midstream when HESCO Gathering Company was sold to Laser Midstream in July 2006. Loy, as one of the owners of HESCO Gathering, served as CFO from 1998 to 2006. In this role, HESCO Gathering grew its pipeline assets to 307 miles and the annual EBITDA of $120M to $3,650M and in 2005 was sold to Laser Midstream. Loy, as one of the owners, also served as Vice President of Houston Energy Services Company, LLC from 2000 to 2006. Houston Energy Services was an end user Gas Marketing Company with 800 customers in 13 states when it was sold in 2006 to Sprague Energy and Commerce Energy in a split sale. From 1991 to 1998 Loy served as Vice President for Onyx Gas Company, primary gas supplier to Central Power and Light in South Texas. Prior to this Loy worked in various capacities from finance to accounting for Energy Industries, Texline Gas Company, Transtate Gas Service Company, and Esperanza Transmission Company where he started in 1980. For forty-four (44) years Loy has continually worked his way up the ranks of various Midstream Gas companies. Loy is a licensed CPA in the state of Texas and a CMA. He graduated from the University of Texas in Austin with a BBA in Accounting.

Govind Nadkarni, P.E. is the Chief Executive Officer (CEO) of Govind Development, LLC. He graduated from Gujarat University with a B.S. in Civil Engineering and received a M.S. in Structural Engineering from the University of Southern California. Mr. Nadkarni has over thirty-five (35) years of experience and has been charged with design and engineering of numerous projects involving public and private industry, as well as institutional facilities. He has been awarded the NCEES Distinguished Service Award for his dedicated service to the engineering and surveying professions. His contributions to NCEES included serving as its 2009–11 Southern Zone vice president and 2007–09 Southern Zone assistant vice president. Mr. Nadkarni has been active member of the Texas Board of Professional Engineers since 2000 and is a former board chair and vice chair. He was honored by the Texas Society of Professional Engineers as Young Engineer of the Year in 1984 and Engineer of the Year in 2004.
David B. Waller, Chief Engineer, Naval Architect & Marine Engineer with over 45 years in the shipbuilding, offshore oil & gas & marine consulting industries. Having served an apprenticeship and hands on training in a British shipyard Mr. Waller was seconded to Avondale Shipyards in New Orleans to assist in the design and construction of the Apollo Guidance ships that tracked the spacecraft on their voyages to and from the moon. Remaining in the US, Waller joined Marathon LeTourneau, then the world’s largest offshore drilling vessel constructor as Vice President, Engineering & Construction, designing deep water jack-up rigs and dynamically positioned ships and semisubmersibles. In the mid-1970s, Waller formed a marine consulting company, Waller Marine, that during its long history supported the marine activities of international oil & gas, offshore drilling and transportation companies worldwide.
Mr. Waller is a Chartered Engineer of the United Kingdom with degree in Naval Architecture and Marine Engineering from Durham University.
Merle Yoder, Chief Commercial Officer, brings 40 years of experience to the team, including various roles such as software engineer, sales and business development, executive management, product strategy, financial analysis, and investment management. An engineer by training, Mr. Yoder began as a software engineer and product manager, then moved to sales and sales management during the first 10 years of his career. Mr. Yoder gained executive-management and international experience during a 10-year posting to London to establish and run what became a highly successful European division of a US-based financial services software company. This was followed 8 years in the Private Equity industry, performing two roles: member of the financial analysis team, to evaluate and make recommendations on the merits of buying and selling various companies in the tech industry; and serving on the Management Teams of several companies in the PE firm’s portfolio. Most recently Mr. Yoder served as a portfolio manager and equity analyst for a Registered Investment Advisory firm. With full discretion to make investment decisions, Mr. Yoder managed financial assets for high-net-worth individuals and families, endowments, and foundations.
